What is the SDF?

The Sustainable Development Fee (SDF) is a mandatory nightly surcharge introduced by the Royal Government of Bhutan on 23 September 2022. It replaced the previous Minimum Daily Package Rate system. The fee directly funds Bhutan's public healthcare, free education, and environmental conservation programs.

SDF Rate for Indian Nationals

Indian, Bangladeshi, and Maldivian nationals pay INR 1,200 per person per night (approximately USD 15). This is significantly lower than the USD 100/night charged to all other international tourists. The fee is in addition to hotel costs, guide fees, and transport.

SDF Rate for Other Nationalities

All other international tourists pay USD 100 per person per night. This includes travellers from the US, UK, Australia, Europe, South East Asia, China, and all other countries except India, Bangladesh, and Maldives.

Children's SDF Exemptions

Children below 6 years: No SDF charged. Children aged 6–12 years: 50% SDF. Full SDF applies from age 13 onwards.

What Does SDF Cover?

The SDF contributes to: Government-funded healthcare for all Bhutanese citizens, free education from primary through university, rural development and poverty reduction, environmental conservation and anti-poaching programs, cultural heritage preservation of dzongs and monasteries.

How is SDF Paid?
